In connection with great concern state of affairs in the commissioning of the building of a Catholic temple on the street. Dostoevsky in Murmansk, we the undersigned parishioners of St. Michael the Archangel appeal to you for help.
19 June 2006 between our local religious organization in the parish of St. Michael the Archangel Roman Catholic Church in Murmansk (Customer) and "Murmanskpromstroy (Contractor) was awarded contract for capital construction, under which the Contractor's own and the involved forces took over responsibility for construction works "Catholic church on the street. Dostoevsky in Murmansk. Under the agreement, deadline of works - in September 2007.
At the insistence of the Contractor Parties had signed an additional agreement under which the completion of work, to be performed - June 30, 2008.

Date object passed June 30, 2008, but the object of the selection committee are not delivered, moreover, the deadline of an object is extended indefinitely, what discern blame the contractor. To our knowledge, the address of "Murmanskpromstroy" sent the appropriate letters demanding the surrender of the object, as well as drafting of the act showing defects that derogation from the project and poor work performance. All appeals submitted by the Contractor without an answer. We also know that the leadership "Murmanskpromstroy" deviates from the provision of parish executive technical documentation necessary for the object. This requires additional, unwarranted payment of 12 million rubles.
In our opinion this is blackmail and extortion!
OAO Murmanskpromstroy " lawsuit was filed in the Arbitration Court of Murmansk on compulsion to sign a supplementary agreement to the contract and increase the price for the construction of 12 million rubles. However, not been given any documentary substantiation of the amounts and on Nov. 13, 2008 was terminated the proceedings, the refusal of OAO Murmanskpromstroy " the suit.
December 25, 2008 at the initiative of "Murmanskpromstroy held a meeting with representatives of the parish, which again put forward unfounded requirements increase the cost of already completed construction of 12 million rubles. The agreement was not reached because arrival has already paid the entire amount of contractual - 43 million, which adjusted for inflation totaled 50 million rubles. In this case, the Contractor has not completed all work under the project, and completion of work performed with deviations from the project and of poor quality, available relevant documents. All funds provided by the contract, and the donations collected around the world over.
April 16, 2009. the Arbitration Court of Murmansk region considered the suit of "Murmanskpromstroy" to the MRO Parish of St. Michael the Archangel RCCs in Murmansk on the recognition agreement null and void.
Proceedings of the lawsuit is scheduled for May 28, 2009. We
, parishioners also collects donations construction, is currently not possible to use our church, and we believe that our rights are being violated. We feel unprotected from the arbitrariness of the builders. We were in their "trap"!
Given the fact that our appeal to the abbot of the former head of the city and region, left without attention, we are gravely concerned over the scene.
