Governor of the Murmansk region

Governor of the Murmansk region
Mr. Dmitrienko DV

Dear Dmitry!

First of all, let me congratulate you on your recent appointment as Governor of the city Murmansk. I wish you success in your new position and I guarantee with my hand cooperation of the Consulate General of Spain in all areas, which You see fit to offer my review.

In continuation of the letter sent in connection with the same problem to your predecessor, according to the occupied post, I would like to contact you in connection with the difficulties faced by the Catholic parish of the city of Murmansk, whose rector is a citizen Spain, Father Juan Emilio Sarmiento.

As I learned from my father, the rector, the construction of the Catholic church on the street. Dostoevsky in Murmansk conflict arose between the customer (coming Sv.Mihaila Archangel Roman Catholic Church in Murmansk) and the Contractor (OJSC Murmanskpromstroy).

Lord Abbot and parishioners after several years of waiting and financial investments in the hope of fulfillment of his dream of a Catholic parish in Murmansk, deeply regretted, that works under the contract signed by both parties, to be completed by the Contractor in full and the completed work was carried out with crude deviations from the project and of poor quality.

most serious problem seems that the Contractor take place unreasonable demands payment extra large sum of money, not specified in the contract, and for refusing to pay the contractor does not provide any keys or documentation required for property registration and for the connection of gas, electricity, heating, sanitation, etc.

Believers say that they feel completely unprotected from the arbitrary construction.

Father Juan Emilio Sarmiento already addressed in writing on this case to your predecessor at the request of Nuncio of the Vatican and Archbishop Paul Pezzi of Moscow, but no reply received.

I would be very grateful if you would have given urgent instructions accordingly instances in order to achieve the amicable settlement of the above mentioned problem, acceptable to both parties.

As you know, the fact of his Catholic arrival is an important achievement, which Murmansk can be proud of and which will attract to the city of sympathy from many countries. And will also be important contribution to the development of your city, known for its diverse ethnic composition, friendly atmosphere, tolerance, and high cultural level. And, thirdly, a good location and highly artistic facade of the temple, which you sign will make a great contribution to the external decoration of the city.

enclose a copy of a letter from the parish on Aug. 4, 2008, the treatment of parishioners from January 18, 2009, as well as a copy of a letter of Archbishop Paul Pezzi of 3 February 2009.

Thank you in advance for what you can do in regard to my request and I ask you, Dmitry, to accept my assurances of the deepest consideration.

Consulate-General and I have personally always at your disposal in all that can be useful for you.
