First, let me congratulate him on his recent appointment as Governor of Murmansk. I wish him success in his new position and I guarantee the cooperation of the Consulate General in all matters to kindly submit to my consideration.

Further to the communication that once went to his predecessor on the same subject, I now address you in relation to the problems posed to the Catholic parish in the city of Murmansk, which is a English priest, Father Juan Emilio Sarmiento .

As I have been informed by the pastor during the construction of the Catholic church in the streets of Murmansk Dostoyevskogo a conflict has arisen between you (the parish of St. Michael the Archangel Roman Catholic Church Murmansk) and the Contractor (the Company "Murmanskpromstroy).

The pastor and parishioners, after years of waiting and financial sacrifices in the hope of seeing his dream of having a Catholic parish in Murmansk, lament bitterly that the works agreed under the project and the contract signed by both parties have not been fully implemented, that there have been serious breaches of contract in the execution of the works by the contractor and materials that have been used of poorer quality than that agreed in the works already completed.

The worst seems to be taking place unwarranted demands of large additional amounts of the Contractor, not covered by that contract, without which no payments or deliver the keys the necessary documentation to register the property or to perform gas connections, electricity, heating, drainage, etc..

The parishioners say they feel helpless against the actions of the builders.

Father Juan Emilio Sarmiento and his predecessor addressed a letter on this subject, at the suggestion of the Vatican Nuncio and Archbishop Paul Pezzi of Moscow, but received no response .

I would be most grateful if you gave the information relevant to local bodies, in order to help achieve an amicable solution to the situation, that is acceptable to both parties.

He was aware that having a Catholic parish is an important achievement that can display proudly Murmansk and attract a strong current of sympathy for her by several countries . It will also be a valuable contribution to their city, which is known for its rich multi-ethnic, for its warm welcome, for its tolerance and its high cultural level. Thirdly, the successful location and artistic facade of the temple, which will be familiar, help beautify the urban aspect of Murmansk.
